The Portfolio Manager will provide strategic oversight across all categories of operational excellence within IT. The manager will engage with senior leaders, drive key operational excellence and process improvement initiatives and lead the team in providing operational support across the department. Additionally, the Portfolio Manager will oversee the development of business intelligence and data visualization for Operational reporting. The role will be vital for efficient operations of IT’s largest department. The Portfolio Manager plays an active role in making decisions involving processes and structures to support enterprise wide change. The Portfolio Manager must have the ability to manage business sponsor relationships and navigate the political landscape. 

The ideal candidate will have strong knowledge of operational processes within a large IT function, in depth skills and experience in handling large contracts, budgets, resource management and Operational reporting

Responsibilities

The Portfolio Manager is accountable for providing operational excellence across multiple categories of Operations and Operational Reporting to achieve the department’s stated goals. They would lead a team of product managers and analysts providing operational support in Contracting, Purchasing, Resource Management, Finance and Budgets, and near real-time Operational Reporting.

The Portfolio Manager is expected to work autonomously and require minimal direction from leadership with regards to portfolio management and operations. They are expected to contribute to continuous improvement of operational processes. They may be assigned to strategic initiatives of significant scope, organizational impact and budget. 

Some of the key responsibilities include:

- Ability to work with senior leadership, with good presentation skills 

- Ability to lead a team to deliver on metrics for operational excellence

- Experience in resource and budget management

  • Partner closely with IT Senior Leadership, with focus on efficiency and transparency and continue to enhance operational experience.
  • Define, implement and monitor operational metrics aligned to strategic goals within IT
  • Facilitate the monthly review of operational metrics and performance with each individual VP within the department
  • Work closely with the Delivery Optimization Group, Strategic Alignment leadership and other leaders and PMs to oversee financials and resource allocation rates for the Investment portfolio of projects 
  • Lead a team of analysts to oversee large contracts from request to Purchase Order completion, working with key stakeholders from multiple teams
  • Ensure that invoice backlogs are cleared on a timely basis and all invoice approvals are obtained on time 
  • Create and implement efficient processes for resource management - both FTE and non-FTE resources - to ensure stakeholders and projects see minimum delay. 
  • Lead a team of product managers and analysts to design and implement a leading edge reporting tool for Monthly Operational Reporting that provides timely reporting capabilities for senior leadership.
  • Monitors forecasting and actuals for large multi million dollar budgets across the department, working closely with Finance on a day to day basis
  • Ensures compliance to vendor payment schedules and timely invoicing, coordinating with vendors and internal stakeholders
  • Partners with central PMO function in defining and implementing processes and tools for resource allocation targets and financial performance monitoring

Qualifications
  • Bachelor’s degree preferred or equivalent work experience.
  • 10 years of project or portfolio management experience. Strong Supervision and Leadership skills.
  • Project Management experience in a Health care environment preferred.
  • Project Management Professional (PMP) Certification preferred.
  • Must have working knowledge of Microsoft Excel, Visio, PowerPoint, Microsoft Project & Word and related Google Workspace products
  • Excellent Understanding of Finance and Accounting principles in relation to project budgets, purchasing and analysis of financial results. 
  • Working knowledge of Information Systems (software, hardware, network). 
  • Working knowledge of the architectural system components, business processes and applications to minimize the impact of changes in software, hardware or network. 
  • Negotiation skills. 
  • Team Leadership. 
  • Communication for results. 
  • They must be able to manage business sponsor relationships and navigate the political landscape.
  • Decisiveness/Ability to make a quick assessment of the scope of an issue and provide options for its closure.
  • Strong problem solving skills.
